  As to banning AOL, you *can* turn off access from specific dial-in
pools if you do your research - I've done this before to get rid of
munchkins from the Pennsylvania AOL NAS until they got bored and
wandered away. I agree AOL abuse is very admin-friendly to a point.
Too bad not everyone feels this way ("We don't regulate our
customers' use." - iAmerica, when we were under a DoS from one of
their users.)
  For schools and libraries, if you're really serious, look for the
telltale string *.k12.*.us.
